The SOLDIER Rp will most likely be revamped and given a new system. More than likely an HP/MP based system. After playing Crisis Core I've really started looking at ShinRa's elite and their fellow infantryman.
More than likely the Rp will be a 'work your way to the top scenario.' Everyone will start as a Grunt and be promoted based on their Rping/posting ability.
